BEC Office

Built Environment Collective (BEC) is comprised of diligent passionate consultants who utilise their professional expertise to facilitate optimal Client outcomes. BEC maintains a rigorous approach to Continual Professional Development (CPD). In addition to the commitment required by the relevant institutes and councils, CPD targets are mandated as part of each staff member’s employment contract.

We challenge mediocrity and strive towards Client relationships and project team associations where a collective approach is championed in recognition of enhanced outcomes.

John Tuxworth
Executive Director

John is an energetic ‘hands-on’ design and project management professional who looks for and identifies solutions. He has more than 26-years of international experience and understands how to provide quality construction solutions, and how to lead projects to successful conclusion. An RPEQ engineer, and licenced Project Manager, John contributes across all service offerings. John’s tertiary education started at QUT’s School of Civil Engineering. Following graduation from QUT’s school of Civil Engineering, John spent several years abroad working for Maunsell (AECOM) in Indonesia, Waterman Partnership in London, and Michael Punch and Partners in Dublin. John’s interest in becoming a multi-discipline building professional saw him undertake architectural studies at the University of Westminster in London, and he has also undertaken MBA studies through Latrobe University. John is one of the few structural/civil specialists to be accredited as a Green Star Professional.

Rhys Kilpatrick
Director

Rhys is a strong project engineer boasting a degree from QUT’s School of Civil Engineering, over 9 years’ experience, & the ability to work across the disciplines of structures, civil and hydraulics. He works closely with our junior staff, mentoring them in design and assisting them with document preparation. Rhys appreciates the importance of communication in delivering a successful project and actively promotes strong relationships between clients and colleagues. Rhys has been with BEC since inception, and his strong design, coordination, and technical problem-solving skills have seen him take on the lead project engineer role on multiple international and award-winning projects.

David Halpin
Director / General Manager

David draws on his 35+ years’ experience as a design manager to lead BEC's Multi-discipline & Special Projects. David has a proven track record as lead consultant on various projects and enjoys guiding complex projects to smooth conclusion. David also has an excellent eye for realising value management potential and prides himself on his strong relationship with his clients and other consultants.

Glen Ward
Associate Director

Glen is a highly experienced Structural Engineer who has brought onboard his 18 years of experience in multi-disciplinary consultation to the BEC team. As an Associate Director and a Structural Design Manager, Glen is committed to delivering timely, innovative, and highly economic tailored design solutions. He leads multi-disciplinary teams, specialising in solving complex technical and organisational problems within a framework of environmental and economical sustainability. Glen completed his tertiary education with a Master of Engineering (Civil & Architectural) at the University of Bath in the UK. Glen has worked on and lead many diverse and complex projects over the years, bringing transferrable skills and experience to the BEC team. From inception through construction and the full service-life. He is passionate in fostering a positive work environment, enriching, and promoting the improvement of himself and those around him.

Geoff Ninnes
Principal Engineer

Geoff is a Principal Engineer of GNFP, based in Perth and has been involved in all forms of pools and aquatic facilities from backyard pools to wave pools and elite sporting facilities including all forms of leisure, polo, FINA Olympic pools, rivers, Equine pools, school, and resort pools including the AIS elite sporting facility and the upgrade of Homebush pool plant for the Olympics Sydney and the Ryde Olympic polo pools. Special use pools with the latest new generation plants and chemical treatments systems including precoat filtration (ultrafine) second major water use savings and UV systems, and major upgrades of pools completed projects in Brunei, South Africa, Malaysia, China, Fiji, and the Middle East have been completed including throughout Australia and more than 30,000 pools including 600 commercial aquatic installations have been completed including splash pads. Geoff undertook and completed his studies at Canterbury NZ university of NSW and Macquarie university.

Brad Fong
Principal Engineer

Brad is a highly experienced consulting engineer, with expertise in a wide range of industrial and large spanning roof structure projects and designing over 300 industrial buildings throughout Australia since 1982. This deep understanding has instilled in Brad an economical approach to designing steel portal and truss roof structures. Brad also brings structural expertise in high rise residential buildings up to 30 storeys, medium and low rise commercial, industrial, retail, and residential buildings. His experience in aquatic facilities includes numerous major aquatic centres and swimming pool complexes, municipal pools, leisure centres with leisure and wave pools, spas and hydrotherapy pools and thousands of domestic pool structures. Brad is very experienced in the structural design of pool structures, watertight design of concrete structures, pool water proofing and pool tiling finishes. He is also an expert witness in swimming pool disputes relating to concrete cracking, corrosion, structural adequacy and pool tiling. He takes a hands-on approach to projects, always giving due consideration to the constructability aspects of the design.

Ellis Wilson
Senior Engineer - Electrical

Ellis is a highly experienced Project Manager and multi-discipline building services engineer, currently Discipline Lead in Electrical, IT Security and Auxiliary Services Engineering. Ellis has a proven track record of hands on design and management experience in the Australia, Europe, Africa, Middle and Far East, and Asia Pacific. His experience covers a range of sectors including education, healthcare, commercial, historical, railway, street lighting, highways and tunnels services. His involvement in projects spans feasibility studies, design and specifications, design audits and technical reviews, right through to installation. Ellis’ specialist knowledge includes data centres and switch sites, and all areas of standby power systems, resilience, parallel redundancy, single points of failure, and standby generation.
